What is the primary engine of economic growth, the government or the private consumer economy? Then which is better suited to spend us out of the economic doldrums, create jobs, and eventually lead to surpluses? If so, then cutting taxes makes sense, although we will have to come to grips with spending priorities in the longer run.

Would we have been better off nipping Hitler off in the early '30s? It is clear that Saddam is not cooperating with the inspectors, and is unwilling to allow candid interviews with leading Iraqi scientists. It is clear that they have imported items forbidden to them. Circumstantial evidence that they are playing games with us is mounting, as Hans Blix has noted. I am taking steps to declassify and make available some of our intelligence about Iraqi programs WMD programs, which should be available next week. Meanwhile, we would be happy to have full compliance, and especially to have Saddam retire to Libya, to avoid bloodshed. If, however, we cannot otherwise get satisfaction, we are preparing for a military option which will significantly lower our risks as a nation that terrorists will gain access to weapons of mass destruction and use them with the same ruthlessness with which they destroyed the World Trade Center and attacked the Pentagon.......
