Pickering did not get the ABA's highest rating which is an unqualified "Well Qualified". Pickering received a "well qualified". This is generally accepted as the ABA's highest rating. Again, I refer you to google which will no doubt give you hundreds of articles bearing the term. Whether it is a "Substantial Majority" or "Unanimous" vote isn't a material fact, at least according to the document you cited, in which it stated "the majority rating is the rating of the committee".
