I have no idea whether it ever actually happened, but it does seem like a fair joke about American arrogance.;^) As for the "Axis of Evil" phrase, I thought it was dumb at the time. I know what they were grappling for but it's not the mot juste. Reminds me of what Mark Twain said about the difference between the lightning and the lightning bug.
