So you think that him giving money to the families of the people who blew up the WTC by flying a plane loaded with hundreds of innocents is perfectly fine and we should just let it go? I realize that some of our policies WRT to Israel are unacceptable to many arabs but thats just too much. The implication is if you kill yourself while slaughtering americans and I'll give money to your family. The intent there is obvious and he might as well have sent Iraqi soldiers to do the same thing because he pays them both. The US probably will not be able to prevent a bioterror assualt on major city and IMO it will happen eventually but killing Saddam may slow down the process by a few years. The death toll of soldiers will be exponentially lower than the deaths that will happen if he aids a WMD terror attack and they actually pull it off.
