I was told long ago by a reliable source that the Russian Mob was the prime suspect in the Chalem and Lehman killings. Not that the article at wallstreetscandals.com confirms this, but if it really were the Russian Mob, it would explain why no action has been taken for so long. For example, it would make no sense to just arrest a couple of hired hit men. More likely the FBI would monitor them to see where they led and thus try to work their way to the "top." As we know from arrest warrants issued for members of the Italian Mafia, these things take years since you want to be sure you can put them away for a very long time using charges that will stick in court.
