I have not been watching him regularly through this, but you are probably right. Paul Wolfowitz is generally credited with being the "mastermind" of this policy. Funnily enough, although Jewish, he is not really identified with the neocons. The other speculative scapegoat, Richard Perle, is, mainly because he was a leading Democratic hawk before working for Reagan. However, his mentor was Scoop Jackson, who, though pro- Israel, was neither Jewish nor a neocon. I doubt that anyone had to twist the arms of Rumsfeld (not Jewish, not neo), Cheney (ditto), or Bush.........
