Ahhh! Someone finally gets the ulterior political motive. Go to the top of the class and get a gold star. Bush doesn't want islamofascism to start spreading in Africa like a ....virus? This handwringing about the aid being political borders on the naive. Of course it's political! It's a multi-purpose initiative with a lot of political and moral plusses. Political synergy, if you will.
