That's probably true. Impossible to know for certain, but seems very likely to me.

To get back to the immediate present, I hope that the United Nations can gradually evolve into a more proactive rather than reactive organization. I think that the United Nations should support an invasion to get rid of Saddam. Within the United States, the president has the power to enforce federal law within a state if necessary, and can even federalize that state's National Guard to do so, if the state authorities are defying the law. I think Saddam is in defiance of principles that most modern states accept as a basis of civilized government, but I think the United States can easily afford to wait and try to garner wider support for removing him. Those inspectors may not be able to find everything that's going on there, but it cannot be easy to pursue a secret weapons program with them roaming around wherever they want to go. I think the US should push for even more inspectors and even more freedom of action for them, in effect occupying Iraq.
