What is the reason??? hmmmm.... The game is still being set up. Once an incontrovertible proof is made, Saddam may attempt a first strike. Inspectors in place limit Saddam's options or movements. Once proof is out, I figure it would be smart to get inspectors out. The time-line to being ready to attack and final ultimatums need to be in sync.

It would be easy to test - give certain information to the Inspectors and watch the sites closely. If trucks arrive suddenly and leave before the inspectors arrive -> clear evidence.

This seems to have happened.
