I never thought there was a real dispute. This is the most leak free Administration in the post-War period, and suddenly there are all these leaks about internal squabbles? Pure good cop, bad cop...

This has occurred to me more than once.

I never doubted that Bush would seek UN and congressional approval

I somewhat doubted it because there is a very significant sentiment extant in the GOP base that loathes any sort of notion that American sovereignty has been sacrificed to the UN. The Jesse Helms Contingent (actually that's too harsh, because I think like this too on this point - gg). I thought Bush might avoid the UN altogether because of it. What he did was masterful, no doubt about it. He essentially told the UN to give him approval. That was the way to take care of everyone without looking weak.

...and his willingness to engage in unilateral action practically ensured that he would get a hard line to mollify him.......

Eeeyup. I am still cautiously optimistic about Bush. But I am now more convinced than ever that he ain' no dummy.
