I think the idea of independant audits is a fiction.

Agreed. But there are degrees of independency and some audits are more independent than other audits.

Auditing should be a service of the stock exchange which the exchange charges the listed company for.

I don't see that as any more dependent than an accounting firm that owns no consulting firm. And I'd rather not have our entire trading system coming under question every time an audit comes under question.

Different exchanges could develop different audit standards

The problem isn't a matter of not having the standards. The problem is adhering to them.
