Of course it can.. over time and with education..

My goodness... look at some of the practices that our own ancestors engaged in less than 100-200 years ago.. Public hangings, Witch trials, "dunking", arranged marriages.. and all the superstitious cultural influences which have been introduced by every immigrant to this country....

All it takes is being able to control and educate one generation... away from their oppressive value system, and the problem essentially becomes socially extinct.

When a culture is this fiendish and inhuman, what can possibly change their direction to one of humanity and compassion?

I believe in the "bad seed", that certain breeds of people, or certain aberrations within a certain breed of people, is inherently evil and lacks compassion.

How can someone, who looks human, commit such an atrocity?

Well..... it took 5-7 million years for apes to evolve into man. Will it take less time for some human breeds in Pakistan to evolve into kind and compassionate humans?
