That really depends on your provider. I have two, a cable and a DSL here and both providers give me a dialup backup which can also be used when travelling. Sometimes they call it a roaming plan up here. I don't know what the pricing is like down your way, I get the feeling we are spoiled up here and it's pretty cheap for net access. We can get a pretty cheap dialup for backup purposes. Shopping around I can see 10hrs / month for 50$ CDN annually which should be more than ample as backup or you've got the wrong provider :o) See if Cox offers a 'Webmail' interface. Then you can access your Cox email still via the backup service like hotmail or Yahoo mail (If Cox servers are not down of course) or alternatively just log into your email forwarder (BigFoot or whomever you pick) and temporarily redirect you mail to the backup address if cable will be down for a prolonged period. Simple and painless.
