it is NOT a reason to be bullish

Are improving fundamentals a reason to be bullish (for technology specifically), or does that not matter? Serious question, some say mkt is so overvalued it will fall regardless. But what I read is that bears think things are not getting better from a business standpoint, whereas I know that they are.
