Cellcos feel done in by Trai, say new tariffs favour WLL

MUMBAI: Cellular operators may have won the battle, but they seem to have lost the war over access charges. This is because the new tariffs introduced by the Telecom Regulatory Authority of India (Trai) appear to be weighed in favour of WLL phones, according to cellular operators.

For instance, in metros, if you call from a landline phone to a cellular phone you pay at the rate of 80 paise per minute. But if you call from a landline phone to a fixed or CDMA mobile WLL phone, you pay at the rate of 60 paise per minute. Thus, Trai has specified different rates depending on whom you call, GSM or CDMA mobile. “This sends a subtle message to the fixed line subscriber that it is more expensive to call a cellular phone rather than a WLL phone,” they said.

The difference arises out of the different pulse rates: 90 seconds in the case of a cellular phone as compared to 120 seconds for a fixed phone. But as WLL phones are considered as part of fixed phones, they enjoy the 120-second pulse although they are in reality mobile phones.

“We are disappointed since the minister assured us that he would ensure a fair deal, but we are still being discriminated against as compared to a WLL operator. The Trai first needs to decide whether WLL is a fixed or a mobile service,” said agitated cell operators.

Besides, they point out that cellular companies get an access charge of 30 paise for calls originating from fixed and WLL phones. This is much lower than the average 1.50 paise per minute that they were charging as airtime for incoming calls.

Fixed telephone providers will be earning not only from higher rentals and the change in tariffs, but also from the higher access charges.

Just tried out the Get It Now webcam application from Logitech and Verizon. It does work. But suffers from the Verizon touch.

The good news. Some useful sites. A traffic cam. A car wash.

The bad news. Those 2 sites are 33% of all available sites. (Yes, just 6 available web cams) Logitech charges $4.99 per month for the application. Rather than build some technique to access the available information Vz wants to build a walled garden. The display on the phone uses a tiny percentage of the available screen for the video display. The video appears to be B&W.

Still, it is clearly happening.
