My thought is that they needed to open a second front, with new supply lines leading along the other side of the Blue Ridge, in West Virginia, which, although Union, was very sparsely populated. With rapid enough movement, they could have come around to attack the Army of the Potomac from the north, with a contingent still facing off to the south.
