Pop the CD into the drive and bring up your windows search agent (START MENU->SEARCH->FIND FILES OR FOLDERS)

Type NS3400.dll into the "search for" box then go to the "look in" pulldown and select your CD-ROM drive. Hopefully it will turn up!

If it is there, I would attempt a reinstall of the scanner and at the point where it claims it can't find that file, it should open a dialogue box asking you to indicate the location of the "missing" file. Once there, you should be able to either enter the path to the CD manually (such as d:\ or e:\ ), or browse to the CD where you found the file and continue the install.

Of course if you can't find the file on the CD, you should probably get on the horn to Umax and read them the riot act ;)
