You're confused -- the question is whether the US should blow apart thousands of human beings... Sure, Saddam lies, cheats, steals, violates UN charter, etc. So does Israel and the US. The idiotic proposal to bomb Baghdad is the issue. Look, the head of Nuclear Nonproliferation Group stated clearly that (a)no program of development could occur with inspectors in-country, (b)even total military occupation cannot prevent non-nuclear development by a couple scientists in a basement cooking up chemical or biowarfare. No one has denied either of these assertions. I.e., the inspections are, in fact working. Their primary goal is to verify destruction of WMDs, but the primary effect is to halt nuclear programs, which require large facilities and traffic that according to the experts cannot proceed while they have unfettered access. Second point - the Iraqi ambassador to the UN stated the records of WMDs had been destroyed along with the WMDs. Now, how are you going to prove they haven't? Only by continuing inspections. It took South Africa 2 years to get a clean bill from the UN inspectors on eliminating WMDs. And that's from a country that was, supposedly, cooperating. In Iraq's case, the inspections will have to be permanent. The only reason for massive WWII-type retailiation, is to increase hatred against the US and foment more terrorism on US soil. There is no other explanation, since it will have no other effect.
