The Cato Foundation is paid for by the oil-patch Koch Industries, a secret ultra right-wing private company which hates Democrats. They got rich through a lot opf shady deals, and ripping off small oil-dealers. They dominate everything in Kansas. They also spent money secretly through a group called Triad to promote the Whitewater affair and gave heavily to Bush. It was in affect a massive gift to the RNC but they never declared themselves. Anything the Cato people put out is clearly biased. Do a search on "Triad Koch Cato" and you'll find a story somewhere on the net.
