Dear Sir,
This letter is to inform you of ongoing crimes against innocent citizens being committed by the Central Intelligence Agency and other United States intelligence agencies. You were chosen to receive this letter because of your involvement with human rights. I apologize if you have received this letter in error.
These crimes have involved high ranking officials such as William E. Colby, former Director of the CIA, Mitch Rogovin, former General Counsel for the CIA and Internal Revenue Service, Richard Stone, former Ambassador and Senator, Lt. Col. William Victor Cowan, former CIA officer, and Ronald (Rick) Massumi. Rogovin and Colby are now "deceased", but as you read this letter the mysterious circumstances surrounding Colby's drowning death may begin to have more meaning for you. (I have attached files of scanned images of information about these men and the events that I will go on to describe. Because of the extenuating circumstances involved I have not been able to take with me all of the evidence and some has been stolen. But there is a very substantial amount of disturbing evidence remaining, some of which I have included with this letter.)
Please allow me to introduce myself and begin with a brief description of the problem. My name is Megan McRee. I am 31 years old and I now reside in Oklahoma City, Oklahoma. I am not a criminal, a spy, government employee, nor am I someone who was trying to profit financially or satisfy any sort of personal vendettas. I wasn't even someone who was antigovernment. On several occasions I have tried to escape the US only to have them follow me out of the country, making escape impossible. As you can imagine, their resources and money outlast mine.
I was simply targeted by these people because I happen to have a high IQ. At the age of 13 I became a member of Mensa (Membership #1088406 as Megan Petersen). However, I have been studied like an animal long before I joined that group. As they made brutally clear to me, they have been watching me since I was a child. Apparently they had discovered me as a small child by gathering the data from standardized tests administered in school. It wasn't until I was 25 years old though, when they decided to make their presence known. The harassment and abuse has been consistent and horrific ever since. There is no doubt in my mind that this has happened to other innocent people. It just seems as though I am the one that has been lucky enough to retain possession of evidence implicating high ranking individuals in this group.
Their opportunity to make contact with me came through the Mensa organization. Bill Cowan is not a member of Mensa, but he pretended to be a member and in February of 1994 sent me a letter along with a picture of himself. His letter said that he was the CEO of a satellite organization and that occasionally he went to the Middle East to "rescue" children who are the children of Middle Eastern fathers and American mothers. He even went as far as to compare himself to James Bond in the letter. He also seemed to mention things in his letter I had just discussed with friends. Because of the strange content of the letter and the bad feeling I got just from his picture, I did not write back immediately.
Several months later in Denver I was working as an Admissions Director for a modeling agency when a friend that I worked with noticed that we were being followed. Because she was going through a bad divorce at the time, I automatically assumed that her husband and his family had hired detectives to follow her in order to obtain damaging evidence for the divorce. She insisted that they did not follow her when she was alone, only when I was with her. I insisted for some time that there was no one with any reason to follow me. Soon I realized that it was me they were following.
Their surveillance was conducted in a very threatening manner. At this point they wanted to make sure I had no doubt I was being followed. Every where I would go there would be someone walking six inches behind me. If I went to a bookstore there would be someone standing right beside me to see what I was looking at. They were pointing guns at me, shooting at me, and they even put a body bag on top of a Ford Bronco and parked it outside my apartment.
This went on for several months and I made several calls to the police. (I can't be sure that all calls were received by the police, because as I have learned they have the capability to reroute calls by using a hook switch bypass on the telephone lines.) As time went on and after several discussion with my father, I realized that no individual or private enterprise would have the money or interest in me to employ the number of people involved to watch me 24 hours a day. Only the government had the amount of money necessary to fund this sort of operation. I also still had the letter from Cowan and "his" satellite corporation. I also know that most satellite operations are owned by the government. It had become all too clear that Bill Cowan was behind all of the bizarre events of the previous months.
Finally in January of 1995 I decided that the only way to begin rectification of the situation would be to write Bill Cowan a letter in which I included my telephone number. A few days later Cowan called me. The first thing he said was "Is your phone bugged?", with a sarcastic, patronizing tone of voice. It was instantly apparent that he was one of the people harassing me.
We continued conversations over the telephone and Cowan continually sent letters and postcards. Most of his conversations were just repeating conversations I had earlier with other people. He wanted to make sure I had no doubts it was him. The other conversations were of a extremely controlling nature. He would even call and tell me what I was wearing before I left the house. He wanted to let me know he watched me every minute of the day, even in my own home.
He persuaded me to come to Virginia to visit. While in his Washington office, he was trying to show me fake customer files for his so-called satellite business. When I asked him who did the manufacturing of his satellites he did not have an answer prepared and admitted that the US government did the manufacturing.
Cowan himself threatened me on the telephone. He said that if I ever had children he will kill them. He also threatened to kill my dog. What kind of country would try to prevent people with high intelligence from having children? Children are not safe in schools here. They are being carefully monitored and even worse, many are being targeted for the same type of abuse that I have experienced.
I have tried everything in my power to get these people to stop bothering me on my own and with available sources in the US. Of course their power is far reaching in this country and they have continued to bother me all these years. I even went as far as to go to the Russian Embassy in 1996, but not before meeting with Cowan and telling him that I was going to the Russians for help the next day if he would not leave me alone. His attitude was the same as it always has been, arrogance. He takes great satisfaction in knowing that it is all but impossible to get help in this situation. I did go to the Embassy the next day. I have even gone to Russia, Romania, and Sweden trying to escape this situation, only to be followed to these countries. My first attempt at escape was going to be to fly to Paris, however a few days before I was to leave Bill Colby disappeared. I decided to stay to see if that would have any effect on my situation.
The FBI is also aware of this situation. According to Agent R.W. (Wayne) Weaver of the FBI's Washington Field Office, they even went out and told Cowan that he had better not kill me because they would be watching him. Not exactly the response I was hoping for. It seems that if you feel you need to tell a government agent not to kill someone, the situation probably merits some additional protection for the victim.
However the situation continues, they just try to be more covert about their operations. The other day I caught them trying. They told me he went to Quantico (accidentally, I believe). When I called Quantico, they denied that he worked there. It appears that the FBI has put themselves in the witness protection program and just left me standing here. I did reach an operator, who undoubtedly told me more than she was supposed to when she informed me that my case had been turned over to James Campbell of the Washington Field Office and that my case is titled "Iraqi Intelligence". It looks as though they are trying to cover up their crimes by labeling me as a terrorist. That is a very pathetic attempt to make me look like the guilty party. No one would believe I'm a terrorist. I wouldn't have introduced myself to the FBI if I was, and I wouldn't have taken a one-hundred pound dog to Moscow to escape. Yes....I took a hundred pound dog to Moscow. If it doesn't seem silly enough for these guys to be chasing one female, they are chasing a female and an aging dog.
As far as literature pertaining to this type of operation, I don't think there is any, however it is somewhat similar to certain operations that they have conducted in the past such as Operation Chaos, which Colby was supposed to have condemned in the eighties because it was cruel and inhumane. There is a book that comes so close to describing the psychological torture that I can hardly stand to read it. It's called "Making Spies: A Talent Spotter's Handbook". I came across this book by accident when I went in to buy a newspaper at a newsstand. Recruitment may not be their reason for this, in fact the longer this goes on the less I believe that. The truth is I'm still not sure why they chose to do this to me, but this book does describe some of their "social engineering" techniques. Another famous book that is somewhat similar to this situation is the "The Manchurian Candidate".
It also goes beyond the political and government community. They have been funding their operations through Hollywood and the movie and television industries for years. They are not just experimenting in this industry. They are behind a large percentage of the movies and programs in production today, including television programs produced by the late Dodi Al Fayed. Some of their movies include The Truman Show (the one you should probably rent first), Phenomenon, Forrest Gump, Point of No Return, City of Angels, Little Man Tate, IQ, The Saint, Enemy of the State and many more. Some of their television programs are The Pretender, The Profiler, and yes....the X-files. Cowan is quite proud of the X-files. Others include Touched By An Angel, Charmed, The Highlander, The Crow, Ally McBeal, Snoops, La Femme Nikita and many more. This is merely a sampling of their work. They have completely infiltrated the motion picture and television industries. If it is not bad enough that they torture the innocent, these criminals have been profiting from their crimes in a way the world has never seen before. It's not nearly as glamorous as it looks from Hollywood. This is an ugly situation that is scarring America.
I have even written letters to the members of the Senate Intelligence Committee and Congress. I received no response from them. I'm sure that even though it is their job to investigate unethical and criminal activities in the intelligence branches, they may fear that the controversy that would surround this situation would be just too embarrassing and devastating for their country. If parents found out that their children could become targets after taking standardized tests in school, parents might decide to refuse to let their children attend school. And most of all, this kind of situation just doesn't fit the squeaky clean image that the United States would like to portray while pointing a finger at all of the evils throughout the world.
The US was supposed to have banned slavery, but they are employing psychological torture techniques to enslave unwilling employees and to ensure total compliance.
I will let you know that I am ready for any kind of public scrutiny I may have to endure by going public with the story. I've had years to think of nothing but this situation and if I hadn't already been through intense scrutiny and a inhumane invasion of privacy. I would not agree to go public with this. They've threatened to drag me through the mud, but they already have. They have threatened my life on numerous occasions, but they have already taken any resemblance of a life that I had. I have years of the truth and they have years of lies spread among many, many people, making it impossible for them to keep their lies straight or even come up with a plausible alibi.
