Perhaps. And what is the significance of that? So that Clinton or Gore, impassioned environmentalists that they are, could say to the world and to the domestic lefties they were intent on bamboozling: "Sorry, that nasty [subtext: Republican] Senate won't let me sign the Treaty in its present form. I'd really, really like to [insert crocodile tears] but I can't [subtext: my party's corporate political contributions would dry up, dammit, can't you see]?"

I now understand that Clinton actually signed Kyoto. I had forgotten that bit of info.

How do you reconcile your statement that the Clintonistas encouraged the 95-0 "no way we'll ratify" vote with Clinton's signature?

Sounds like another example of Clinton's hypocritical grandstanding to me. Sign off on something nice, warm green, and fuzzy that has no chance of passing, then put on a sanctimonious mien and attack the enemy.
