No, there is no intent to capture AQ "operatives and upper echelons". The air corridor opened by the US for AQ and bin Laden from Afghanistan to Pakistan was no mistake, and was proof positive that without terrorism, this administration is nothing, and would lose trillions in this extortion racket.

The kind of massive preemptive attacks simply increases the thousands of flying body parts, increases recruiting thousands of poor, angry suicide terrorist candidates. The boys in Washington know this, it's been the policy since inauguration.

It feeds the warlords on both sides of the conflict. Bush gains domestic political powers including media control, profiteers gain from oil and military action, and mercenary Islamist warlords gain recruits and funding from oil nations.

See? Everyone wins.

Those weak-minded given to cowardly blood-lust win, too. They now have a cause they can sit back and watch on tv.

Basically, it's a TV show. At least for everyone except the women and children turned into flying bits of goo by US missiles with the Bush name on them.
