Michael, I think you are getting two moments confused. The first moment is all the negotiating process, various stances that have to do with establishing bargaining positions; the second is voting on a completed treaty. This is a resolution to strengthen bargaining positions, part of the first process; not a resolution in opposition to a treaty. Do you seriously think someone like Wellstone and his cohorts would have voted for this unless it was clearly a negotiating stance?
