Given this condition, can you really say that the non-Jewish population can ever govern?

No more than a Jew ever standing a chance of ruling Saudi Arabia, or even Turkey, which has a democratic process...

So what's the point??

I'm not trying to say Israel is a 100% secular democracy.. Never asserted that, never will...

But it IS a democracy where the concerns of minority citizens are represented through the political process.

Heck, name for me even one Islamic society going back to the Moors of Spain where any non-muslims, let alone Jews, were permitted to rule..

What you're asking for, or seem to expect, from Israel is way beyond the pale when compared to that countries neighbors... I suggest your time would be better spent worrying less about the flaws in Israel's constitutional democracy, and spend more time creating democracy and tolerance in the Arab world.

Nowhere, possibly because there is no significant Jewish minority in any Arab country.

At least not any more... since most Arab states evicted their Jewish populations in the years after Israel was founded.. With no right of return either..

But let's substitute the Copts for the Jews in the case of Egypt. When will a Copt rule that country? Probably never... And they've lived there longer than any Arab society.

Agreed... but I doubt you'll ever see Israel targeting civilians. But they will continue to get caught in the middle as long as these terrorists continue to find shelter and support amongst them.

I read someplace that there were Jewish communities throughout the arab world not so long ago. Wasn't there a large one even in Baghdad and in Cairo, in fact all over Egypt and Damascus and...what happened? Why do those communities no longer exist in these places?

What would you have Israel do? Arafat agreed to the Oslo Accord not to use violence. Also, the Clinton deal in 2000, if indeed there was a legitimate impasse for Arafat, did that justify leaving the negotiating table to pursue terrorism, suicide bombings? Arafat won't abide by Oslo, left Clinton's negotiating table to pursue violence against Israel, and you want Israel to do what exactly. I'm sorry, I don't believe Mr. Arafat is entitled to have Israel. He had the chance to pick up some fine pieces of land to build a nation on, a good junk of Jerusalem I understand, and instead all he knows what to do is kill and destroy.
