So they fined him for nothing? Seems unlikely.

Actually, they are attributed to an ethicist hired by the regulators to determine if standard of conduct were not upheld.......

There is ALWAYS a suit against the officers and directors of any failed financial institution by the Feds. Most Banks have E&O policies which help mitigate the losses...As I recall, this suit was settled for a payment by the Board which was in the same amount for each Director.
