To me it is being used as a way to explain why things aren't going your way at the moment.

What if the Saudis are afraid that their people will see a free, democratic Iraq and want the same freedoms in their own country.

If that happens, I suspect that the mullahs in Iran too, will be stuck between Iraq and a hard place (sorry couldn't help this one)
