I heard the Iraqi ambassador to the UN claim the records and the warheads were destroyed already.

Obviously there's no proof of that, either way.

Where does that leave us?

a) further inspections as in South Africa, which took 2 years to dismantle and confirm their WMD program

b) kill thousands or hundreds of thousands of innocents, and, then inspect some more.

Under (a) the Nuclear Disarmament group claims there can be no nuclear develoment while inspectors are there, due to the nature and size of the program required. They also claim even with military occupation a couple scientists in a basement somewhere could work on chem or bio warfare, without much guarantee of detection.

Under (b) terrorism will increase in the US, according to the CIA
