SDI is being rushed now. Not thoughtful at all. They're just saying "F it, let's get it online before 2004 fast". You're clueless. Rumsfeld's explanation make perfect and total sense, in fact, represents absolute brilliance. Bush is using the same tactic against NK that Reagan used so effectively against the Soviet Union. Interestingly, the SDI that liberals everywhere decried as "infeasible, unworkable, impossible" had a significant role in ending the Cold War, and frankly, will help diffuse Clinton's NK bungle over the next couple of years.
