Even Rumsfield admitted SDI isn't ready and he doesn't know for sure if it works or not.

Why do you have to go and tell an out-and-out lie? How can you expect to have a civil discussion when you just say any damn thing you want to to try and bolster your case, regardless of whether or not it is true?

Rumsfeld said nothing of the sort, and you know it. He said the system obviously isn't perfect, but by deploying it now the kinks will be worked out over time. Just like every significant military system in the last 40 years.

AS...maybe I am being simplistic here, but I don't think that a defensive weapon system that has the potential to obviate some aspects of WMD is a bad thing. Wether it works or not yet, or the degree to which it does now may matter less than the idea which exhorts the country's resources to produce one that eventually does work. To me it's worth every dime we spend to develop one, within reason of course, even if we ultimately fail.
