I don't believe there is a correlation.

DPAC began a rise in late 98 due to the rumor, later confirmed, of a management change. (Ted Bruce)

Prior to that, they were dependent on defense related sales and the transition to commercial was not going well.

I accumulated a lot in late 98. (Providing a floor for a while at 5/8.) Unfortunately, I dumped it at an average of 1 1/8 in early 99 and missed the ride to 8 in 2000.

I haven't played them since.
