Saddam could have also complied with UN resolutions and completely disarmed which would have ended the sanctions. He could then rebuild his bio/chem/nuke facilities with no one to stop him. That would have required smarts though which he obviously doesn't have.

During the period that the inspectors were out, why didn't he build an incineration unit or whatever it took, and phoney up some orders of chemical and biological destruction? His documentation was bull.
