Clinton and Carter soaked the rich (see the employers) with class warfare. Reagan had to overcome the Carter hangover. Clinton had the benefit of a solid foundation set since 1980. You'd be an absolute idiot to believe that Clinton flipped some magical switch the day he walked into office (or orifice).
