If Bush wants support for war, from Americans and from our allies, he needs to tell us which of these wars he proposes to fight. He needs the credibility that would come from candor about American objectives.

And therein lies the problem. He can't. When the idea of an American hegemony was first proposed in '89, it was soundly rejected. But Bush has a well honed MO for implementing an unpopular agenda - all he needs is an opportunity. 9-11 filled the bill.
