Actually, Pete Wilson gave away the surplus if you want to know to know the truth (see link). One of those Republican "give the money back to the people" things. I have no problem with an organization like a state having some dry powder in the form of a surplus. In fact, it is prudent. The Democrat DAVIS didn't support getting rid of 1/5 of the source of revenue without a plan for its replacement.

GW and the Gov of Texas also blew their cash surpluses. And they weren't gouged 20 billion by the energy traders.
