Greenspan is supposed to be non-partisan. But even if you counted him as a Republican, he himself more than neutralized his "irrational exuberance" with statements like "Dow 36,000 cannot be dismissed out of hand" and "some internet companies may actually justify their high valuations" (none did). In fact the things he said after the "irrational exuberance" were so contradictory to that phrase that people might well wonder if he was drunk when he uttered it.
