I am concerned with a single exit strategy. The exit of Saddam and his henchmen. The rest will be easy.

The CATO institute is not a conservative organization nor are their policies. They are Libertarian. Since they are opposed to anything Government it is a logical position for them, but not necessarily logical.

The Heritage foundation is the leading conservative policy analysis organization.
