I very much doubt Simon would be up to the job. Davis is making the tough decisions now. Just like many other governors of both parties who are deeply in debt. Riordan might have been elected if the right-wing had backed him, but they didn't. Also, you saw how Pete Wilson took "credit" for energy deregulation. That takes a lot of the blame off Davis's back. He inherited it. Enron and others exploited it, stabbed him in the back and the White House encouraged the gouging. Davis was in a no-win situation. If he'd had a crystal ball he might have made better choices, but the fix was in. And the energy interests spent many milions confusing the California public in the process. It was a grand ripoff like we've never seen before.
