well you know, cost cutting is one of those things... you can't just give some govt agency a blank check. But then you go beyond the mean when cost cutting becomes a severe detriment to a project, this happens in all areas of technology it seems... many failed software projects are actually things that are severely under budget. But a good manager should know when things go too far. I consider the shuttle program to be successful for Nasa fwiw- but some issues with safety/QA need to be addressed immediately before anyone goes up again.
