I followed the dialog back. In the ambiguity of what you quoted and that you say that it is exactly correct, I do not know what is exactly correct.

You quoted a section of a post that had a context.

For example saying "Carter never met a dictator he didn't like." (this as far as I can tell was never stated by Paul Philp) Is an amusing summary statement of the sum total impression one has of Carter. That defines a person's vision or perspective and lends context to any and all material presented supporting whatever.

It makes no sense to me that it's over someone's line.

Based upon all I have see of Carter, I think he believes in what he doing and is one dumber than dirt guy.
Which one could describe as "Carter never met a dictator he didn't like."
