X, re:Give me reliable old red tape any old day. They had plenty of that as well, hence the bribes. It was amazing how little was computerized and probably still isn't. They have never gotten the idea of a grid system for street addresses - so I had to draw a map for the phone company to turn on my phone, and many other things. The directions to my house always went like this "Do you know where the So Chong Dong Police box is, great keep going until you get to the Seoul Drug Store and turn right. Just before the road turns right I'm on the left, new brick building, top floor, O Hun on the gate."
