I think they will hand it out on the street corner if they have to. Remember we have had tax "rebateS" before so a lot of money can be put into the economy by just giving people a "tax rebate". That is just one way to do this. Other ways could be financing government job programs, for example, hire extra workers and get a tax credit or better still a rebate from the government. I am sure there are other ideas that I am not imaginative to think of.

The point is they do not necessarily have to continue increasing money supply by encouraging individuals to take on debt. If that doesn't work, the government will take on the debt and give the money away.

Look at all of the so called "entitlement programs" we have now. They can just be expanded as a way to get money into people's hands. Of course in the long run the inflation such a policy causes will be disastrous, but politicians only think short term and they will postpone the day of reckoning for as long as possible.
