Iraq at present owes more than it can pay in reparations for Gulf War I, chiefly owed to Kuwait, and official government debt, chiefly owed to the former Soviet Union. It is my understanding that the oil revenues are earmarked towards those debts.

Reconstruction money will have to come from other nations, probably as grants and aid.
