The Security Council passed 1441. Does the SC have to declare a material breach has occurred? That's unclear IMO. France has basically said they'd block enforcement of 1441 regardless of anything. So perhaps we should consider 1441 irrelevant along with the UN. OTOH the French government is so untrustworthy, they may well reverse themselves again. We're not talking about high principles when we talk about the French. For them its all about the oil.
