Pakistan is not a democracy, neither is it moving toward democracy.

I guess it depends on how we define democracy Steven. Is it a perfect democracy?? Certainly not.

But is it a democracy where even the "dictator" has to submit to a plebiscite to retain his mandate and authority to rule??... That there are well organized political parties within Pakistan wielding considerable political power?? I think there is something to be said for Pakistan being more democractic than totalitarian/authoritarian at this moment.

And more importantly, we have to assess Freedom of the Press. Reporters without Borders gives Pakistan similiar marks for press freedom as is received by India...

But Pakistan is a country under seige by militants who seek to destroy democracy in the country. And thus, it's difficult for them to retain their previous levels of tolerance and freedom under such circumstances.

As Iqbal Latif, if you want to know more about political freedom in Pakistan.. After all, he's from there..
