You forgot to finish your sentence:The Clinton/Iraq confrontation in '98 had all the right ingredients. Clinton could have called out the troops and invaded. He had Congressional approval. I don't buy the "wag the dog" story as stopping him. The Conservatives would have ended up backing him. He would have had to overcome Euro opposition, but he had a good rapport with them. He was just not willing to do it. The "if he had" won't work, because he wouldn't... employ overwhelming force, but at best would send in a few companies of rangers like he did in Mogadishu or a few cruise missiles like he did in Kosovo.
