Only under extraordinary circumstances would an outside director get involved in deliberations over a loan. And as far as I know, this was not part of Bush's fine. My recollection is that he was fined along with the other outside directors for signing financial statements that didn't adequately indicate the bank's portfolio risk and for not taking proper remedial action.
