Or it could be they gave voters their word they would not cave in to Bush's anti-environmental special interests agenda. So like honest representatives they are, they keep their word. Unlike Bush who promised to uphold Kyoto and immediately broke his promise once in office. He also promised to uphold Clean Air and Clean Water acts. Both are being dismantled now. Bush's record on the environment is so bad and his claims and promises so inaccurate it's practically an impeachable offense.
