Only a few people are allowed to get close to Saddam. His schedule is a tightly kept secret. He moves, hiding in different places. He has multiple levels of guards. He has look alikes and other decoys.

That was what they thought last time. So why bother now?

As far as I know we are not planning an assasination now. (but I would not be shocked if we were). Also I think the government is more exasperated with him now. Before the government figured it might be able to shut down the WMD programs without killing him or conquering Iraq. I don't think that is the case anymore.
