Q39: While the news is good, my opinion is that investors want to see the numbers. The company has in the past " Cried Wolf " too many times. UCAL is a very big deal IMO, and it's importance is being understated. I doubt OE will move until the numbers go positive.
As to converting Ordinary Shares into ADR's, I do not think that this can be done. The shares backing the ADR's are on deposit in one of the Clearing Banks in NY. I do not know what the steps would be required to change the allocation of Ordinary shares and ADR's.
I would consider this lull in price as a buying opportunity, prior to the numbers being released.
