It's holding of a passport of a foreign country by someone in a position of influence over American foreign policy. It's a question of conflict of interest. I don't think the American people would take kindly to that, regardless of the holder's prior gov't work. The point is whether this is gov't policy to allow that, and whether any of those who are in positions of influence over gov't policy have such conflicts. Full disclosure of that policy, and whether such individuals have those conflicts is what is called for.
